Greg Hardy case dismissed, but is it all over?

Prosecutors dismissed his case today voluntarily after the purported victim was unable to be located.  However, a "Voluntary Dismissal" leaves the option open to prosecutors to reinstate the charges if and when they locate witnesses.  So if they can find their victim, its a new day in court.  

Media reports also hint the she may have reached a "civil settlement" with Hardy.  If that is true, and if settlement in any way incentivized her to not cooperate with prosecutors, that could result in additional criminal charges against Hardy.  Under NC law, the State owns the case and the victim is their witness, and not a party.  The defendant can not bargain away the State's case.
